California Attorney General Rob Bonta announced this week that a grand jury indictment has been unsealed against 30 detention services officers at Los Padrinos Juvenile Hall in Downey, California. The indictment details serious allegations of child endangerment, abuse, conspiracy, and battery. These troubling charges stem from a disturbing practice where officers allegedly permitted, and in some cases promoted, violent "gladiator fights" among incarcerated youths.

The indictment states that from July 1, 2023, to December 31, 2023, the indicted officers facilitated 69 fights among detention youths. These altercations were described as "gladiator fights," and the officers did not merely overlook this behavior; they reportedly encouraged it.


“Officers at Los Padrinos Juvenile Hall have a duty to ensure the safety and well-being of those under their care. Instead, the officers charged today did just the opposite – overseeing ‘gladiator fights’ when they should have intervened,” said Attorney General Bonta. “The indictment – and the filing of criminal charges – is an important step toward holding these officers accountable and addressing shortfalls at Los Padrinos Juvenile Hall. Let today’s charges be a warning for all those who abuse their power: the California Department of Justice is watching, and we will hold you accountable.”


These incidents impacted a total of 143 young individuals aged 12 to 18, revealing a shocking lack of care for the safety and well-being of minors entrusted to the facility, according to the attorney general's office.


This neglect is particularly concerning in the context of juvenile detention. Young people in these facilities often face numerous challenges, including trauma and mental health issues. The officers' actions not only endangered the youths physically but also harmed their psychological well-being.


According to Attorney General Bonta, the primary duty of the officers was to ensure the safety of the youths in their care. Instead of acting to protect vulnerable youths, the officers are accused of overseeing and fostering a violent culture within the hall.

The investigation began in January 2024 after video footage surfaced depicting one of these fights, triggering an inquiry by the California Department of Justice.
